He Laid There In Agony, Tied Up In A Trash Bag As Cars Drove Over His Tiny Body

Police were called to the 7300 block of Werner Avenue in Mount Healthy, Ohio, to investigate a garbage bag that was in the middle of the road and appeared to be moving.
Upon further examination, officers opened the bag to reveal a tiny eight-week-old puppy who was banged up, bruised and in bad shape.
He was rushed to the Cincinnati SPCA, where he is currently being nursed back to health. The poor puppy suffered with two broken legs and bruised lungs. One of the leg injuries is so bad that the leg may need to be amputated.
Police believe that the pup was stuffed into the garbage bag, thrown out of a moving car, and was then ran over.
“It speaks to the level of cruelty and there are different levels to cruelty in animal cases — of neglect and abuse — but this is very blatant. This is very intentional,” Nyketa Gaffney of the CSPSCA told WLWT5.
They decided to name this sweet pup ‘Harlan.’ Despite everything he has gone through, he is still very friendly and happy.
Once his injuries are completely healed and his weight is back up, he will be available for adoption.
